Photo management: add permission to allow staffers to access Community Photo Albums

Advisors usually give students full control on photos. This help take a big load away from them but also want to limit the students to only work on assigned pages. The issues I see is that a staffer does not have access to see the community photo albums. The setback I see is that this option is only available to Editors.

When a staffer is being created, I see a 2 permissions icons to allow them to to upload photos and create albums.  There should also be a button to allow them to "Edit Community Folder Album" so that they can sort through the images - SEE ATTACHMENT.
